That is my missing piece I am not sure about .

I am going off memory.

I thought initially the data was being collected by law for the Insurance companies determining if a particular patient had multiple legal prescriptions from "good doctors" not knowing another "good doctor" had already prescribed it. In other words, stopping the addict from a means to get the drugs legally.

The data would also be provided via search warrant to law enforcement on a particular bad doctor investigation.

I do not remember the law specifically saying that pharma is under legal obligation to have data mining algorithms to help law enforcement root out bad doctors.

A significant number of pills going to a single town with a population of 400 seems to be an easy algorithm to implement assuming pharma has the population data integrated with their systems.

I am not sure pharma is required by law to implement any or limited algorithms so they can report it to the DEA or other law enforcement. This part I would be interested in knowing the details of any law if there are such things.
